Passengers, permits and filings
A charter bus carries dozens of people at highway speed, so liability limits are set by regulators, not by choice. Interstate for-hire passenger carriers must carry federal minimum limits that rise with seating capacity, reaching $5 million for vehicles that seat 16 or more. In California, charter-party carriers operate under a CPUC permit with its own insurance filing.
Insurers look hard at drivers, maintenance records and safety scores before they quote. I place commercial auto with the right filings, add physical damage for coaches, an umbrella where contracts ask for more, and workers' comp for drivers and mechanics. Most bus business goes to specialty markets.

What underwriters will ask
Having these ready means I can go to market on the first call. The quote form asks for the same things, and anything you don’t know yet can wait.
- Authority: CPUC TCP number and USDOT number.
- Vehicles: year, make, seating capacity and values.
- Drivers: names, license numbers and experience.
- Operations: local, intrastate or interstate trips.
- Safety: maintenance program and inspection results.
- History: current policy and five years of losses.
Charter bus insurance, answered
What limits does a charter bus need?
For interstate trips, federal rules set the minimum by seating capacity, with $5 million for vehicles seating 16 or more. California sets its own minimums for charter-party carriers. Contracts with schools or event companies may ask for more.
Can I start a new charter company?
Yes, but new operators have fewer markets. Driver experience, a written safety program and clean vehicle inspections make the biggest difference.
Do you file with the CPUC for me?
The insurer files proof of coverage with the CPUC and, for interstate work, with FMCSA. I make sure the filing matches your permit.
Are passengers' bags covered?
Passenger luggage is usually limited or excluded on the auto policy. Some markets offer it as an add-on.
Do you offer charter bus insurance outside California?
Yes. Clients across the country send the same quote form. Sam Alishahi is licensed in 48 states and Washington, DC and places policies there directly. In Florida and Washington, where Sam's licenses are still being issued, a partner agency in your state helps in the meantime. The shopping across carriers works the same way. Rules, minimums and markets differ by state — see truck insurance by state or insurance requirements by state.
Insure your bus fleet.
Send your permits, vehicle list and driver list, and I'll take your fleet to markets that write passenger carriers.
