Home insurance non-renewals by ZIP code

Look up how often insurers declined to renew homeowners policies in any California ZIP code, every year from 2020 to 2023, next to its county and the state. Built from the Department of Insurance’s own ZIP-level counts; free to cite.

Magalia (95954, Butte County) had California’s highest homeowners non-renewal rate in 2023: insurers declined to renew 46.7% of the policies that came up for renewal there, up from 18.5% in 2020, against 9.4% statewide. Three Rivers (93271) was next at 31.8%, and 31 ZIP codes ran at double the statewide rate or more. The same data by county.

What the ZIP data shows

The highest rates are in the foothills and mountains. The top of the list is Sierra Nevada foothill, Cascade and Coast Range communities, places like Magalia, Three Rivers, Tuolumne, Paradise, Shingletown, Bodfish, where insurers declined between 28.1% and 46.7% of renewals in 2023.

The most non-renewals in raw numbers are in big suburban ZIPs. Over 2020–2023 the most non-renewed policies were in Fontana (92336), Hesperia (92345), Temecula (92592), Roseville (95747), Murrieta (92563): large, fast-growing ZIP codes on the edge of the wildland, where even an ordinary rate adds up to thousands of households.

In Los Angeles County the high-desert and foothill ZIPs lead. The highest 2023 shares were Topanga 90290 (21.5%), Acton 93510 (17.6%), Littlerock 93543 (17.0%), Pearblossom 93553 (15.6%), Palmdale 93591 (15.6%).

California generally requires 75 days’ notice before a non-renewal takes effect, so there is time to shop: admitted carriers first, then surplus lines markets, and the FAIR Plan with a difference-in-conditions policy as the fallback. Method and source

Policy counts come from the California Department of Insurance’s ZIP-level file of new, renewed and non-renewed policies in the residential voluntary market, 2020 to 2023, published on its wildfire and insurance data page (spreadsheet). The voluntary market means admitted and surplus lines insurers; FAIR Plan policies are not in the ZIP file (see the county study for FAIR Plan counts). Rows the Department could not assign to a county are left out; the remaining ZIP rows add up to its statewide totals to within a few dozen policies a year.

Non-renewal share is our calculation, not a Department figure: non-renewed ÷ (renewed + non-renewed) for the year. Rankings include only ZIP codes with at least 500 renewal decisions in 2023; the lookup shows every ZIP and notes when the count is small. County and statewide shares in the lookup are summed from the same ZIP rows. FAIR Plan shares come from the Department’s separate table, number of residential dwelling units insured in 2022, FAIR Plan vs voluntary market (homeowners and dwelling fire policies on one to four units and mobile homes; not renters or condo units). Place names are each ZIP’s postal place name from GeoNames (CC BY 4.0); a ZIP can cover more than one community.
