Accident coverage isn’t liability coverage
Participant accident insurance pays medical bills for a player hurt during covered activity, up to the policy’s limit and after its deductible. It doesn’t ask whether anyone was at fault. A plan is written either as excess, paying what’s left after the family’s own health plan pays, or as primary, paying first. Under federal rules, coverage only for accident is an excepted benefit, which means it isn’t comprehensive health insurance and doesn’t replace a family’s health plan.
The league’s liability policy is a different promise. It answers when someone claims the league was careless, in how a field was set up or how a coach supervised, and it pays defense costs and damages when the league is legally responsible. A program that carries only liability leaves families who just want help with a bill with nothing to file but a claim against the league. I quote the two together so each does its own job.

Does sports accident insurance replace a family’s health insurance?
No. Federal rules treat coverage only for accident as an excepted benefit, separate from comprehensive health coverage. An excess plan pays after the family’s own plan, so it helps with deductibles and other costs that plan leaves behind, up to its limit.
What’s the difference between excess and primary accident coverage?
Excess pays only what the participant’s own health plan doesn’t. Primary pays first, regardless of other coverage. Primary usually costs more; excess keeps the program’s cost down but makes families file with their own plan first.
Doesn’t the league’s liability policy pay for an injured player?
Only if the league is legally responsible. Liability coverage answers claims that the league was careless. Accident coverage pays covered medical bills without anyone having to prove fault, which is why most programs carry both.
Do California schools have to insure athletes?
California requires school districts to provide medical and hospital insurance for members of athletic teams, at minimums set in the Education Code, unless a student already has insurance or reasonably equivalent health coverage. Club and community programs set their own rules, which is where participant accident coverage comes in.
What counts as a covered activity?
It depends on the policy. Many cover scheduled practices, games and sponsored events under the supervision of a team official. Read the definition before you rely on it.
