How it works

Collapse, dust and what was in the walls

Demolition is the one trade where the plan is to make a structure fail. The question insurers ask is whether it fails the way you intended. A wall that drops onto the lot next door, vibration that cracks a neighbor's slab, dust that drifts across a school yard, or a strip-out that disturbs asbestos nobody surveyed are the claims that define this class. Most standard contractor programs decline it outright, so demolition usually lands with surplus lines markets built for it.

California licenses the trade as CSLB C-21 Building Moving/Demolition, which covers raising, cribbing, underpinning, demolishing and removing structures including their foundations. Cal/OSHA's demolition rules in Title 8 call for an engineering survey of the framing, floors and walls by a qualified person before anyone starts, kept in writing on the site, plus utility shut-offs and a check for hazardous materials in pipes and tanks. Underwriters want to see those steps in your process.

Asbestos drives the pollution side. In the South Coast district, Rule 1403 requires a survey before any demolition and a notification to the district no later than ten working days before the work, and the federal asbestos NESHAP requires a ten working day notice even when no asbestos is found. Abatement itself is a separate CSLB class, C-22, with its own registration and usually its own policy. Your demolition policy still needs pollution coverage for the material you disturb by accident.

Questions

Demolition contractor insurance, answered

Why is demolition hard to place?

Collapse and adjacent property damage are the kind of claims standard markets avoid. The contractors who get written show a survey-first process, documented shut-offs and dust control, and I present that file to the markets that specialize in the class.

Does general liability cover asbestos I disturb?

Usually not. Most liability forms exclude pollutants, and asbestos is one. A contractor's pollution policy responds to the cleanup and the third-party claims, subject to its terms, which is why I pair the two.

Can I do abatement under my demolition policy?

Abatement is the C-22 classification with Cal/OSHA registration, and insurers rate it as its own class. If you abate as well as demolish, the policy has to say so, or that work sits outside it.

What is OCP and who buys it?

Owner's and contractor's protective liability is a policy you buy in the project owner's name covering their liability for your work. Owners and general contractors ask for it on demolition jobs more than most.

Does the notice rule apply when there is no asbestos?

Under the federal asbestos NESHAP, yes: a demolition still needs the ten working day written notice. Within the South Coast district, Rule 1403 requires the survey and the notification before any demolition.

Do you offer demolition contractor insurance outside California?

Yes. Clients across the country send the same quote form. Sam Alishahi is licensed in 49 states and Washington, DC and places policies there directly. In Florida, where Sam's licenses are still being issued, a partner agency in your state helps in the meantime. The shopping across carriers works the same way. Rules, minimums and markets differ by state — see insurance requirements by state.
