Short answer: Bernalillo County's FEMA National Risk Index report ranks hazards for Albuquerque tracts. New Mexico's FAIR Plan (NMPIP) is the residual property market when voluntary writers decline you. City code caps weeds at four inches, and MVD requires at least 25/50/10 liability.
This guide is general information for homeowners and drivers in the Albuquerque area (Bernalillo County). It isn't legal advice or a coverage determination. Federal disaster declarations in Bernalillo County
Since 2000, Bernalillo County has been part of 3 federal major disaster declarations, according to FEMA's declarations summaries; by incident type the most common were severe storm events (2) and fire events (1). The most recent: Severe Storms and Flooding, 2013, Severe Storms and Flooding, 2004 and Severe Forest Fire, 2000. FEMA also lists 2 emergency declarations for the county in the same data.
Below the river, behind the levees
AMAFCA, the regional flood control authority, explains that much of Old Town, downtown and the Valley sit below the level of the Rio Grande. The river has been held in its bed by levees since the 1930s, and large pumps lift stormwater from those low areas into the river. FEMA treats many of those areas as floodplain unless a certified levee protects them. Localized flooding after a heavy storm can happen anywhere in town, whether or not a property is mapped.
Monsoon season and your policy
The city's floodplain development page notes that Albuquerque has more than 700 buildings in Special Flood Hazard Areas. These are most exposed during monsoon season, June 15 through September 30. Because of the city's Hydrology Section's work, residents can get up to 15% off flood insurance. Homes next to an arroyo or drainage channel, or at a low point in the road, are worth insuring even outside a mapped zone. The city also keeps elevation certificates for some SFHA properties.
Residual market: New Mexico FAIR Plan (NMPIP)
The NM Property Insurance Program administers the FAIR Plan. OSI's consumer guide explains limited ACV fire and extended-coverage products, producer-submitted applications and a voluntary-market declination affidavit. Confirm current dwelling limits and fire-protection class rules in OSI bulletins before you apply.
Weed and litter ordinance
Albuquerque's Weed and Anti-Litter Ordinance (Chapter 9, Article 8; §9-8-4) prohibits weeds over four inches in height, width or spread, including parkways and alley midlines. The City's nuisance weed removal page summarizes enforcement. Clear before inspections.
Auto: New Mexico 25/50/10
NM MVD requires minimum liability of $25,000 / $50,000 bodily injury and $10,000 property damage. Keep continuous coverage while the vehicle is registered.
