Short answer: Fulton County's FEMA National Risk Index report ranks hazards for Atlanta tracts. The Georgia Underwriting Association operates the state's FAIR Plan when voluntary markets will not write you. Atlanta vegetation rules address overgrown vacant lots, and Georgia requires at least 25/50/25 liability.
This guide is general information for homeowners and drivers in the Atlanta area (Fulton County). It isn't legal advice or a coverage determination. Your policy wording, underwriting, city and county ordinances, and state insurance and motor-vehicle rules control. Since 1975, Fulton County has been part of 12 federal major disaster declarations, according to FEMA's declarations summaries; by incident type the most common were severe storm events (5), hurricane events (4) and tornado events (2). The most recent: Hurricane Helene, 2024, Hurricane Irma, 2017, Severe Winter Storm, 2014 and Severe Storms and Flooding, 2009. FEMA also lists 8 emergency declarations for the county in the same data.
Floods where creeks used to be
Atlanta sits on the Eastern Continental Divide, at the headwaters of the Chattahoochee, Flint and Ocmulgee river basins. The Department of Watershed Management warns that many old streams were forced into pipes during development, but their floodplains still behave as if the creek were there. The city calls these Historically Modified Floodplains. A home in Zone X can still flood. Atlanta is a Class 7 community in FEMA's Community Rating System, so eligible flood policies get a 15% discount.
Renovating a home that touches a flood zone
If any part of a structure touches a flood zone on the FEMA map, Atlanta's floodplain rules apply, and even painting, new flooring or an interior remodel needs a permit. The city adds up improvement costs over 10 years. Once they reach 50% of the structure's market value, the building has to be raised to current standards. New development in the floodplain is banned. The Floodplain Administrator, at 404-546-3291, can tell you your zone and may have an elevation certificate on file for a small fee.
Peachtree Creek's record
The U.S. Geological Survey, which has gauged Peachtree Creek near Northside Drive since 1958, says the creek can rise within hours or even minutes. In September 2009 it hit 22.91 feet, the highest stage on record. That wasn't from rain on the creek's own watershed: the flooded Chattahoochee backed it up. Some houses on Woodward Way have been raised onto stilts after repeated flooding. Flood isn't covered by a homeowners policy, so if you live near a creek, look into flood coverage.
Residual market: Georgia Underwriting Association
The Georgia Underwriting Association administers Georgia's FAIR Plan. Apply through a licensed Georgia agent; GUA underwriting still applies even after private-market declinations. Georgia law also requires insurers to mention possible FAIR Plan options in certain cancellation/nonrenewal situations.
Vegetation rules
Atlanta's vegetation chapter addresses overgrown weeds on abandoned or vacant property (commonly described thresholds around 12 inches on a defined share of the tract). Keep occupied lots maintained; insurers and code inspectors both notice neglect.
Auto: Georgia 25/50/25
The Office of Commissioner of Insurance auto resources cite minimum liability of $25,000 bodily injury per person, $50,000 per incident and $25,000 property damage.
