Short answer: According to Connecticut DEEP, every Connecticut municipality participates in the National Flood Insurance Program. DEEP also runs a Flood Management Certification program: any state agency proposing work in or affecting a floodplain, or that affects storm drainage, must get a certification under Conn. Gen. Stat. 25-68b through 25-68h before it proceeds.
This guide is general information for Connecticut property owners and renters about flood risk and the National Flood Insurance Program. It isn't a coverage determination. FEMA maps, your community's floodplain ordinance and your policy wording control.
Every town is in the NFIP
DEEP's National Flood Insurance Program page states that all Connecticut municipalities participate in the NFIP. That means NFIP policies are available statewide in participating communities, both inside and outside the Special Flood Hazard Area. Lenders still require flood insurance when a structure with a federally backed mortgage sits in the SFHA.
Flood Management Certification for state projects
DEEP's Flood Management page explains that Conn. Gen. Stat. Sections 25-68b through 25-68h require any state agency proposing an activity within or affecting a floodplain, or that impacts natural or man-made storm drainage facilities, to submit a Flood Management Certification to DEEP. Housing projects that use state money go through a published flowchart before construction. Private homeowners don't need that certification, but if a state road or housing project is planned near you, the certification process is how DEEP reviews floodplain impacts.
Coverage timing
Property policies generally exclude flood. Quote through FloodSmart. Most new NFIP policies have a 30-day waiting period, so buy before hurricane season, not during a named storm watch.
