Delaware flood risk and NFIP guide

By Alishahi Insurance, independent broker · CA License #4348151 · Updated October 2026

Short answer: Delaware's Department of Natural Resources and Environmental Control runs the Floodplain Management Program that coordinates the NFIP for Delaware counties and towns. DNREC publishes model flood ordinances for both coastal and non-coastal communities that meet NFIP minimums and also incorporate recommendations from the Delaware Floodplain and Drainage Advisory Committee created by Senate Bill 64.

This guide is general information for Delaware property owners and renters about flood risk and the National Flood Insurance Program. It isn't a coverage determination. FEMA maps, your community's floodplain ordinance and your policy wording control.

DNREC as state coordinator

Per DNREC's Floodplain Management page, the program is the state coordinating agency of the NFIP. It helps local jurisdictions enforce minimum floodplain standards, promotes higher standards, and works with FEMA on map accuracy. DNREC also notes that homeowners' insurance does not cover flood damage, which is why NFIP (or private flood) matters on the Atlantic coast and inland.

Model ordinances that go beyond the floor

DNREC's resources for communities page says model flood ordinances have been developed for both coastal and non-coastal communities. Those models meet 44 CFR 60.3 minimums and also incorporate language from the recommendations of the Delaware Floodplain and Drainage Advisory Committee created through Senate Bill 64. Ask your town which model it adopted and whether it requires freeboard above the base flood elevation.

Coverage

Check FEMA's Map Service Center, then quote NFIP through FloodSmart. Most new NFIP policies have a 30-day waiting period.
