Earthquake insurance in Oakland

Oakland sits on the fault USGS calls the most urbanized in the country, and much of its flatland is built on sand, bay mud and fill. Whether earthquake coverage is worth carrying, and on what terms, depends on the ground under your building and how it was built. Send me the address and I will tell you which rules apply.

Oakland at a glance

Homeowners, condo and renters policies do not cover earthquake damage, apart from fire that follows a quake. Earthquake coverage is a separate policy with a percentage deductible. In Oakland the answer turns on the Hayward Fault, liquefaction zones, the foundation, retrofit paperwork and, for buildings of five or more units, the city's soft-story ordinance.

The Hayward Fault runs through the city

The Hayward Fault runs along the base of the East Bay hills through Fremont, Hayward, Oakland and Berkeley, and hundreds of homes are built along its trace. It creeps, slowly offsetting curbs and buildings, but USGS scientists say creep and small quakes release only about a third of its long-term movement; the rest comes out in large earthquakes.

The last large one was on October 21, 1868, a magnitude 6.8 that killed about 30 people. Oakland, then a town of mostly wood-frame buildings, lost brick walls and chimneys. The last six large quakes on the southern fault came 95 to 183 years apart, about 150 on average.

The flatlands, the fill and what Loma Prieta showed

The 1989 Loma Prieta earthquake was centered in the Santa Cruz Mountains, yet 42 of its 63 deaths came in Oakland, when the double-deck Cypress structure of Interstate 880 collapsed. The section that fell stood on fill over soft bay mud, which USGS found shook up to twice as hard as the firmer ground under the sections that stood.

That ground is mapped. The California Geological Survey's 2003 hazard zone report for the Oakland West quadrangle puts most of the Alameda County land it maps, which takes in West Oakland, downtown, the Berkeley flats, Emeryville and Alameda, in a liquefaction zone; only some higher ground is left out. It zones all fill over bay mud, which is extensive west of Interstate 880 near downtown and along the bay and Lake Merritt, and it records 1989 liquefaction at the Bay Bridge approach, Port of Oakland terminals and the Lake Merritt Channel.

  • Check the lot. The state's EQ Zapp map shows whether an address is in a liquefaction, landslide or fault zone; so does the natural hazard disclosure from your purchase.

How the policy and the deductible work

You cannot buy from the California Earthquake Authority directly; its policies come through the participating company that writes your homeowners, condo or renters policy. A few companies sell standalone earthquake policies, and I compare those with the CEA route.

Retrofits, the CEA discount and Brace + Bolt in Oakland

A bolted and braced one-to-four unit, wood-frame house built before 1980, on a raised or other non-slab foundation and with the water heater strapped to the frame, can earn up to 25 percent off the CEA premium, with the top tier for raised foundations built before 1940. A contractor or structural engineer completes the CEA's Dwelling Retrofit Verification form, and a verified retrofit reopens the 5 and 10 percent deductibles for dwelling limits up to one million dollars.

When I checked the Earthquake Brace + Bolt ZIP code list in October 2026, every Oakland residential ZIP code I checked (94601 to 94603, 94605 to 94612, 94618, 94619 and 94621) was on it, but registration was closed. The grant is for pre-1980 wood-frame houses with a raised foundation or crawl space on level ground or a slight slope, and houses the owner does not live in are now eligible; a companion Earthquake Soft-Story grant, listed for the same Oakland ZIP codes, covers houses with living space over the garage. Getting a permit or starting work before you are accepted makes the retrofit ineligible for a grant. Oakland also charges a flat, reduced permit fee for voluntary retrofits of one- and two-story houses and duplexes.

Oakland Hills houses

Above the fault, many houses sit on steep lots, on posts or poles, or on tall cripple walls. Oakland's voluntary retrofit code sends poles embedded in the ground, cripple walls over four feet and slopes steeper than three to one to an engineered design rather than the standard plan, and Brace + Bolt is limited to houses on level ground or a slight slope, so many of them fall outside it.

  • The discount still has a foundation test. A post-and-pier house qualifies for the CEA discount only with a continuous foundation under all exterior bearing walls, the house anchored to it and the cripple walls braced.
  • Fire is the second half of the risk. The 1991 Tunnel Fire in these hills killed 25 people and destroyed 2,449 houses and 437 apartment and condo units, and the USGS HayWired scenario for a Hayward Fault quake includes housing lost to fire. Fire after a quake falls on the homeowners policy, so its limit has to reflect a hillside rebuild. High-value homes.
  • If the house moved to the FAIR Plan, the CEA is still open to it: the FAIR Plan is a CEA participating company and offers a separate CEA policy alongside its Dwelling Fire policy. I compare that with standalone earthquake policies. FAIR Plan and difference in conditions.

Apartments and condos under the soft-story ordinance

Oakland Ordinance 13516, in effect since January 22, 2019, and codified in Municipal Code Chapter 15.27, requires evaluation and retrofit of wood-frame buildings with five or more units, apartments and condominiums alike, that were permitted before January 1, 1991 and have a vulnerable ground story or crawl space, such as tuck-under parking or storefronts. A 2014 study by the city and the Association of Bay Area Governments counted about 1,300 soft-story buildings in Oakland, with some 22,000 rental units.

  • Tier 1Twenty or more units, or owners who skipped the city's 2009 screening program. Final inspection due February 21, 2023.
  • Tier 2Five to nineteen units. Due February 21, 2024.
  • Tier 3The soft story holds homes or shops. Due February 21, 2025.

All three final deadlines have passed. The city takes extension and exemption requests and publishes a list of subject properties, most recently dated May 2026. Underwriters typically ask for the final inspection sign-off, and an open case draws questions. Condo owners and associations

If the master policy leaves earthquake off, shake damage typically lands on reserves or a special assessment. If it includes it, the deductible is usually a percentage of the building's value, and that bill can also come back to owners. The association's annual budget report must summarize its earthquake policy, limit and deductible, so start there.

For a unit owner, loss assessment is an optional coverage on the CEA condo policy, with limits up to one hundred thousand dollars and its own percentage deductible; it pays your share of certain assessments the association charges owners. Where do I get earthquake insurance in Oakland?

Is earthquake insurance worth it in the Bay Area?

In September 2026 USGS put the chance of a magnitude 6.7 or larger Bay Area quake in the next 30 years at about 74 percent, and about 34 percent on the Hayward and Rodgers Creek Faults. For you it comes down to the deductible you could carry and how your building would perform.

How do I know if my Oakland home is in a liquefaction zone?

Look the address up on the California Geological Survey's EQ Zapp map or check your natural hazard disclosure. In the state's 2003 map, most of the flatland in West Oakland and downtown is in a liquefaction zone.

Does a seismic retrofit lower earthquake insurance in Oakland?

It can. Qualifying pre-1980 wood-frame houses that are bolted and braced, verified on the CEA's form, can get up to 25 percent off CEA coverage.

Do condo associations need earthquake insurance in California?

Check the governing documents and the annual budget report, which must disclose any earthquake policy and its deductible. Owners can cover their share of an assessment with loss assessment coverage.

Does homeowners insurance cover fire after an earthquake?

California law requires homeowners and renters policies to cover fire caused by or following an earthquake, subject to the policy's other terms; the shaking damage itself needs an earthquake policy.
