Hawaii flood risk and NFIP guide

By Alishahi Insurance, independent broker · CA License #4348151 · Updated October 2026

Short answer: Hawaii's Department of Land and Natural Resources, which houses the state NFIP office in its Engineering Division, maintains the Flood Hazard Assessment Tool (FHAT). FHAT displays FEMA's GIS flood map and lets you search by address, tax map key (TMK) number, stream or watershed name, or a Letter of Map Change. DLNR also points residents to preliminary flood hazard data for an early look at proposed map changes.

This guide is general information for Hawaii property owners and renters about flood risk and the National Flood Insurance Program. It isn't a coverage determination. FEMA maps, your community's floodplain ordinance and your policy wording control.

Search FHAT by TMK

Per DLNR Engineering's NFIP flood maps page, the Hawaii Flood Hazard Assessment Tool (FHAT) is an informational map viewer showing FEMA's GIS version of the FIRM. You can search by area of interest, address, TMK number, stream or watershed name, or a specific Letter of Map Change (LOMC). TMK search is handy for rural lots without a street address.

Preliminary data

The same page explains that preliminary flood hazard data give the public an early look at a home's or community's projected flood risk and may include new or revised FIRMs, Flood Insurance Study reports and FIRM databases. If your island has a map update in progress, compare the effective and preliminary maps before you renew. If you think your property was mapped incorrectly, DLNR's page explains how to pursue a zone change.

Coverage

Hawaii homeowners policies generally exclude flood, including storm surge. Quote NFIP through FloodSmart; most new policies wait 30 days.
