Milwaukee at a glance

Milwaukee is a city of duplexes, old basements and hard winters. The older part of the city runs on combined sewers, and the August 9–10, 2025 storm set a Wisconsin 24-hour rainfall record in northwest Milwaukee while MMSD logged over 1,100 reports of water backing into basements. Wisconsin auto policies must include uninsured motorist coverage and $1,000 of medical payments coverage unless you reject the med pay. And a business can owe workers' comp after paying $500 in wages in a single quarter.

Two-flats, cream brick and old basements

The Milwaukee duplex defines much of the city: upper and lower flats in Riverwest, Bay View, the Lower East Side and across the South Side, many built in the early 1900s and some in pale Cream City brick. A true Polish flat began as a cottage that was jacked up so a lower unit could be built beneath it, which leaves a partly sunken apartment with real water exposure. Owner-occupants of a two-unit building can often use a homeowners policy; investors who live elsewhere need a landlord policy or a dwelling fire form, and that choice changes liability, lost rent and how water damage is handled.

Bungalows and period revivals fill Washington Heights, Story Hill and the side streets of Bay View, while the East Side near Lake Park holds larger houses close to the lake bluff that can fit a high-value home policy. The Historic Third Ward and Walker's Point turned warehouses into lofts and condos, which brings condo coverage and association master policies into play.

Milwaukee still makes things. Rockwell Automation and Harley-Davidson are headquartered here, Northwestern Mutual's tower anchors downtown, Molson Coors brews in the Miller Valley on the west side, and machine shops, foundries and food processors line the industrial corridors along the rivers and the port. That base drives demand for manufacturing, workers' comp and commercial auto coverage.

What underwriters weigh in Milwaukee

  • Basement backupMMSD says the older portion of the City of Milwaukee is served by combined sewers that carry rainwater and household wastewater together, and every connected downspout adds water during a storm. A home policy usually excludes sewer and drain backup unless you add a water backup endorsement, and that limit should match what is finished in the basement, or what is in the lower unit.
  • Record floodingFrom the evening of August 9 to the afternoon of August 10, 2025, a gauge at James Madison High School in northwest Milwaukee recorded 14.55 inches of rain, a new Wisconsin 24-hour record per the NWS. Water that comes in from rivers and streets is flood, not backup, and only a flood policy covers it. MMSD says it has built $585 million in flood management projects since 1995, including Lincoln Creek, Hart Park and Valley Park, and still counts 660 structures at high risk of flooding in the Kinnickinnic River watershed on the South Side.
  • Winter freezeBurst pipes, ice dams and snow load are the classic Milwaukee winter claims. Sudden pipe bursts are usually covered; freeze damage in a vacant unit where the heat wasn't maintained often is not, which matters for landlords between tenants.
  • Old wiring, boilers and roofsCarriers ask about knob-and-tube wiring, fuse panels, boiler age and roof age on pre-war houses. Documented updates can change which markets will quote a two-flat at all.
  • Lakefront wind and bluff erosionLake Michigan storms drive wind, waves and ice at lakefront property, and erosion on bluff-top lots is usually excluded from home policies as earth movement. Lakefront owners should know exactly where their policy stops.

Wisconsin rules that change the policy

  • Auto minimums: 25/50/10Wisconsin's financial responsibility limits are $25,000 per person and $50,000 per accident for bodily injury and $10,000 for property damage. Ten thousand dollars does not go far against a newer vehicle, so I usually quote higher limits and an umbrella.
  • Uninsured motorist and med payEvery Wisconsin auto policy must include uninsured motorist coverage of at least $25,000 per person and $50,000 per accident and medical payments coverage of at least $1,000 per person, which you may reject. Insurers must also tell you underinsured motorist coverage is available.
  • Workers' comp at three workers or $500 a quarterA Wisconsin employer must carry workers' compensation with three or more full- or part-time workers, or with fewer if it pays $500 or more in gross wages in any calendar quarter. Farms must carry it once they employ six or more workers on any 20 days in a calendar year.
  • Total loss of an owner-occupied homeWisconsin is a valued policy state for owner-occupied dwellings. Under Wis. Stat. 632.05(2), when a home the insured owns and lives in is wholly destroyed without criminal fault by the insured, the loss is taken to be the policy limit. The commissioner's rule applies this to buildings of up to four units when the owner lives in one, which takes in the owner-occupied Milwaukee duplex. It does not change how partial losses are paid, and it does not reach a two-flat the owner rents out entirely.
  • Short-term rental permitsWisconsin's Department of Agriculture, Trade and Consumer Protection requires a lodging permit when lodging is rented to tourists or transients, and that includes homes and condos rented by the night.
  • Wisconsin Insurance PlanOwners who can't find property coverage elsewhere can turn to the Wisconsin Insurance Plan, the state's mandatory risk-sharing facility for basic property insurance. The Office of the Commissioner of Insurance regulates insurers in Wisconsin.

Insuring Milwaukee's makers, brewers and fleets

Factories and machine shops are still Milwaukee's core commercial account. They need manufacturing coverage built around equipment breakdown, business income and product liability, and Wisconsin's low workers' comp trigger means even a two-person shop usually needs workers' comp.

The city's brewing tradition lives on in taprooms and small breweries that need brewery coverage with liquor liability, and the port, rail lines and I-94 corridor keep trucks moving. What Milwaukee callers ask me about

  • Lower unit flooded, tenant's things ruined. A landlord policy covers the building, not the tenant's belongings. Tenants need renters insurance with backup coverage, and I tell landlords to ask for proof of it in the lease.
  • Backup limit too small. A backup endorsement with a low limit won't rebuild a finished basement or a lower flat. I price higher limits side by side.
  • Owner-occupied duplex on the wrong form. Living in one unit and renting the other can fit a homeowners policy, but not every carrier writes it that way. The wrong form leaves gaps in liability and lost rent.
  • Vacant unit over the winter. Between tenants, heat and water shutoff rules in the policy matter. I check vacancy conditions before a unit sits empty.
  • Contractor certificates. Homeowners and general contractors ask trades for certificates of insurance before a job. I issue them quickly and check that the limits match the contract.

Does homeowners insurance cover basement backup in Milwaukee?

Only if you add a water backup endorsement, and the endorsement has its own limit. Flood from rising surface water is a separate exclusion and needs a flood policy.

Was the August 2025 flooding covered by home insurance?

It depends on how the water got in. Water that backed up through drains is covered only with a backup endorsement; water that came in from flooded streets or rivers needs a flood policy.

Do I need flood insurance if my Milwaukee house isn't in a FEMA flood zone?

It is worth pricing. The August 2025 storms caused widespread flash flooding across the area, and MMSD received more than 1,100 reports of water backing into basements. Backup and flood are different coverages: a backup endorsement answers water coming up through the drains, and a flood policy answers water coming in from outside. An NFIP policy usually has a 30-day waiting period, so it has to be in place before the next storm is in the forecast.

What is the minimum car insurance in Wisconsin?
