The January 2025 Eaton Fire burned through Altadena and into parts of Pasadena, and carriers have looked harder at the whole foothill area since. Pasadena’s historic housing adds its own questions about rebuild cost, older systems and code upgrades.
Homes in Pasadena
Pasadena is known for its Arts and Crafts architecture, from the bungalows of the Bungalow Heaven landmark district to the Greene and Greene homes near the Arroyo Seco. Historic Spanish, Tudor and Colonial Revival homes line neighborhoods across the city, along with larger estates on the west side.
Northern neighborhoods rise toward the San Gabriel foothills, and hillside homes sit along the Arroyo and in the San Rafael Hills. Apartment buildings, condos and townhomes are common downtown and along the Colorado Boulevard corridor.

- WildfireThe 2025 Eaton Fire destroyed thousands of structures, mostly in Altadena, with damage in parts of Pasadena, and foothill neighborhoods include higher fire hazard severity zones. If carriers decline, see FAIR Plan plus DIC.
- EarthquakeThe Sierra Madre fault zone along the base of the San Gabriel Mountains and the Raymond fault both cross the area. Unreinforced chimneys and older cripple walls are vulnerable; earthquake insurance is separate.
- Debris flowsBurned foothill slopes can send mud and debris toward homes below in heavy rain. Earth movement is generally excluded from home policies; a flood policy may cover mudflow as it defines it.
- Historic rebuildsRebuilding a historic home, especially in a landmark district, can involve design review and original-style materials. Ordinance-or-law coverage and an accurate dwelling limit matter more than usual.

Non-renewals here: of the homeowners policies that came up for renewal in 2023, insurers declined 6.9% in 91101, 8.8% in 91103, 7.3% in 91104, 7.9% in 91105, 6.9% in 91106 and 7.5% in 91107 (statewide, 9.4%), per California Department of Insurance figures. The FAIR Plan’s share of insured homes in 2022 was 7.0% in 91101, 6.0% in 91103, 2.8% in 91104, 5.1% in 91105, 2.4% in 91106 and 2.9% in 91107 (statewide, 3.2%). Every year and every ZIP.
Insurance problems I see in Pasadena
- Non-renewals across the foothills. Owners well outside the burn area have received non-renewal notices. The non-renewal guide explains the timeline and your options.
- Smoke and ash claims. Homes that survived the fire may still have smoke, soot or ash damage. Document it and keep the claim moving within the policy’s deadlines.
- Craftsman homes insured too low. Old-growth wood, handmade details and period windows cost far more to replicate than a tract-home estimate assumes.
- Older systems. Knob-and-tube wiring, original plumbing and wood roofs narrow the carriers willing to quote until updates are documented.
- Rental owners. Owners of duplexes, courtyard buildings and apartment buildings need landlord or apartment building coverage with loss of rents.

Carriers reassess exposure after a major fire, often across whole areas near the foothills. A non-renewal isn’t necessarily a judgment about your home alone. Other admitted carriers, surplus lines or a FAIR Plan policy with DIC coverage may still write it.
How much coverage does a Pasadena Craftsman need?
Enough to rebuild it with comparable materials and craftsmanship, which can be well above a typical construction estimate. A replacement cost estimate that accounts for the home’s details is the place to start.
Does homeowners insurance cover smoke damage from a nearby fire?
Smoke damage from a fire is generally a covered cause of loss under homeowners policies, subject to the policy’s terms. Document the damage, report it promptly and keep receipts for cleaning and temporary housing.
Is there a moratorium on non-renewals near the Eaton Fire?
After declared wildfires, the Insurance Commissioner can order a one-year moratorium on non-renewals in ZIP codes in or next to the fire perimeter. The California Department of Insurance publishes the affected ZIP codes and dates, so check them for your address.
