Short answer: Webb County's FEMA National Risk Index report ranks hazards for Laredo tracts. The Texas FAIR Plan provides residual property coverage.

This guide is general information for homeowners and drivers in the Laredo area (Webb County). It isn't legal advice or a coverage determination. Your policy wording, underwriting, city and county ordinances, and state insurance and motor-vehicle rules control. Check your address on FEMA's National Risk Index (county report for Webb County) and the Flood Map Service Center.

Federal disaster declarations in Webb County

Since 1972, Webb County has been part of 10 federal major disaster declarations, according to FEMA's declarations summaries; by incident type the most common were hurricane events (4), severe storm events (2) and severe ice storm events (1). The most recent: Hurricane Beryl, 2024, Severe Winter Storms, 2021, Hurricane Alex, 2010 and Severe Storms, Tornadoes, and Flooding, 2007. FEMA also lists 10 emergency declarations for the county in the same data.

When the Rio Grande backs up

A 1999 flood insurance study prepared for the City of Laredo, Webb County and the Texas Water Development Board names the Rio Grande as the city's main flood source. In 1954, rain from Hurricane Alice raised the river 50 to 60 feet at Laredo within 48 hours. Amistad Dam, finished in 1969, reduced that risk, though low-lying areas can still flood. The study says most past flood damage on lower Chacon Creek came from the river backing up into the creek.

Chacon Creek's long study

The study blames creek flooding on undersized channels, flat ground and bridges that narrow the flow. The U.S. Army Corps of Engineers and the city began a Chacon Creek flood-risk feasibility study in 2004. In January 2023, they signed a cost-share agreement to resolve issues still outstanding before any project can be built. A standard homeowners policy doesn't cover flood, so if you live near the creek, look into a separate flood policy now.

Residual market: Texas FAIR Plan

Laredo is not a TWIA county. The Texas FAIR Plan is the residual option; see TDI's overview.

Auto: 30/60/25

Texas minimum liability is 30/60/25 (TDI); TxDMV requires proof at registration.
