Short answer: Clark County's FEMA National Risk Index report is the Index view for Las Vegas-area hazards. Nevada does not operate a homeowners FAIR Plan—shop admitted markets and, if needed, surplus lines. Clark County weed and wildland-urban interface rules address fire fuels, and DMV requires at least 25/50/20 liability.

Federal disaster declarations in Clark County
Since 1981, Clark County has been part of 4 federal major disaster declarations, according to FEMA's declarations summaries; by incident type the most common were severe storm events (2) and flood events (2). The most recent: Heavy Rains and Flooding, 2005, Nv - Flash Flooding 7/8/99, 1999, Heavy Rains & Flooding, 1984 and Severe Storms & Flooding, 1981. FEMA also lists 3 emergency declarations for the county in the same data.
Desert flash floods
Las Vegas gets little rain, but it floods hard when the rain does come. FEMA calls July 8, 1999 the worst flash flood in the city's history. Two to two and a half times the area's normal yearly rainfall fell in about six hours. One person died, and 360 structures in the city were damaged. The Clark County Regional Flood Control District's 2024–25 annual report says the worst storms usually come during the July–September monsoon.
The basins in the neighborhood
Those big empty pits near some subdivisions are detention basins. The district says it has built 111 of them, plus more than 713 miles of channels and storm drains, and calls its master plan about 75% complete. During the 1999 storm, FEMA says the Oakey and Gowan basins filled to near capacity and protected nearby homes. Standard homeowners policies exclude flood, and a car caught in a flooded wash is only covered if you carry comprehensive. Check your FEMA map before monsoon season.
No Nevada FAIR Plan
The Nevada Division of Insurance homeowners consumer pages do not offer a state FAIR Plan application. If admitted insurers decline you, work with a licensed Nevada surplus-lines broker after a diligent-effort search, and contact DOI's Las Vegas office for consumer assistance.
Weed abatement and WUI defensible space
Clark County Code addresses weed and vegetation nuisances (Chapter 11.06 weed abatement concepts) and adopts wildland-urban interface fire-protection requirements that call for defensible-space vegetation management near structures and clearances along fire-apparatus access. Clear dry fuels before binding; insurers and fire inspectors both notice them.
Auto: Nevada 25/50/20
Nevada DMV requires liability of at least $25,000 bodily injury per person, $50,000 per accident and $20,000 property damage, with Nevada-written coverage that can be electronically verified. Carry evidence of insurance in the vehicle.
