Little Rock home and auto insurance guide

By Alishahi Insurance, independent broker · CA License #4348151 · Updated October 2026

Short answer: Pulaski County's FEMA National Risk Index report ranks hazards for Little Rock tracts. Arkansas does not operate a residential homeowners FAIR Plan (ARRUA is a rural commercial pool). Shop admitted markets and surplus lines if needed, keep property maintained, and carry at least 25/50/25 liability.

This guide is general information for homeowners and drivers in the Little Rock area (Pulaski County). It isn't legal advice or a coverage determination. Your policy wording, underwriting, city and county ordinances, and state insurance and motor-vehicle rules control. Check your address on FEMA's National Risk Index (county report for Pulaski County) and the Flood Map Service Center.

Since 1968, Pulaski County has been part of 24 federal major disaster declarations, according to FEMA's declarations summaries; by incident type the most common were severe storm events (11), flood events (7) and tornado events (4). The most recent: Severe Storms, Tornadoes, and Flooding, 2025, Severe Storms and Tornadoes, 2023, Severe Storms and Flooding, 2019 and Severe Storms, Tornadoes, Straight-Line Winds, and Flooding, 2017. The 2019 Arkansas River flood

In spring 2019 the Arkansas River flooded nearly 1,300 acres of Little Rock parkland, including Murray, Rebsamen, Two Rivers and Riverfront parks, the city reported in June 2019. It also closed streets near the airport and in the Plantation/Pickett neighborhood. Public Works supplied enough sand for more than 48,000 sandbags. The flood showed that low ground along the river, not just the city's mapped creeks, can go under water.

A rule that follows the house

Little Rock's flood insurance page highlights a rule buyers often miss. If a property has ever received federal disaster aid, flood insurance must be kept on it to qualify for future aid, even after it changes owners. Ask the seller whether that applies before you close. The city also notes that private flood insurance is available in Little Rock alongside the NFIP, and that the usual 30-day waiting period doesn't apply when a lender requires the policy or a map change triggers it.

No residential FAIR Plan

If admitted markets decline you, work with a licensed surplus-lines broker and the Arkansas Insurance Department.
