Louisiana flood risk and NFIP guide

By Alishahi Insurance, independent broker · CA License #4348151 · Updated October 2026

Short answer: In Louisiana, the Department of Transportation and Development is the governor-designated state coordinating agency for the NFIP. DOTD also supports communities in FEMA's Community Rating System, where a community's class sets an NFIP premium discount from 5% (Class 9) to 45% (Class 1). The Louisiana Watershed Initiative organizes flood-risk work into provisional watershed regions with steering committees.

This guide is general information for Louisiana property owners and renters about flood risk and the National Flood Insurance Program. It isn't a coverage determination. FEMA maps, your community's floodplain ordinance and your policy wording control.

DOTD runs the state NFIP office

Per DOTD's National Flood Insurance Program page, DOTD is the State Coordinating Agency for the NFIP as designated by the governor. It promotes local compliance through on-site assessments, a quarterly newsletter, workshops and technical assistance, so that low-cost flood insurance stays available in participating parishes and towns.

Your parish's CRS class matters

DOTD's Community Rating System page publishes the CRS discount ladder: Class 9 = 5% off, up in 5-point steps to Class 1 = 45% off, with Class 10 = 0%. Under NFIP's current pricing, the discount applies to the full-risk premium. Ask your agent which class your community holds; the state office helps communities keep or improve their class.

Louisiana Watershed Initiative

The Louisiana Watershed Initiative FAQ explains the state created nine provisional watershed regions with steering committees to coordinate flood-risk reduction across parishes and distribute project funds. For how Louisiana's coastal zones compare with other Gulf and Atlantic states, see our flood zone guide.

Quote NFIP through FloodSmart; most new policies wait 30 days, so buy well before hurricane season.
