Short answer: The Louisiana Fortify Homes Program, run by the Louisiana Department of Insurance, grants up to $10,000 toward upgrading a roof to the IBHS FORTIFIED Roof standard. Grants are awarded by lottery and paid directly to the contractor after certification. Admitted insurers must offer an actuarially justified discount for FORTIFIED roofs, and certificates last five years.
How the grant works
According to the Department's Fortify Homes FAQ:
- The grant covers up to $10,000 of construction costs for the roof upgrade.
- It's paid directly to the contractor after the work is done and IBHS issues the FORTIFIED certificate.
- You pay for the evaluation, permits, inspections and any construction costs above the grant.
Grants are awarded through registration lotteries. The Department's May 27, 2026 announcement described a June 2026 round with 3,000 grants and the program's expansion to new parishes. Watch for future rounds and parish eligibility.
Program rules worth knowing
The homeowner rules summary says the grant equals the actual cost of the FORTIFIED roof retrofit, up to $10,000. You must report other funds received for the same work, such as insurance or disaster aid, so the grant covers only actual costs. Insurers can't reduce a claim settlement because you received a grant.
Insurance discounts
Under La. R.S. 22:1483, admitted insurers that file rates must offer an actuarially justified discount or credit for homes built or retrofitted to IBHS FORTIFIED standards. The Department's 2025 discount report notes that most insurers apply the discount to the wind and hail portion of the premium, and that discounts vary by company and can change.
Keep the certificate current
FORTIFIED Roof certificates are good for five years. To keep the discount, you'll need an evaluator to reinspect and renew. The certificate transfers to a buyer if you sell.
Bottom line
Register for the next lottery, and once the roof is done, send the certificate to every insurer you get quotes from. See what a FORTIFIED roof is.
