Short answer: Miami-Dade's FEMA National Risk Index report is the starting point for how the Index ranks local natural hazards. Florida's residual homeowners market is Citizens Property Insurance Corporation when private offers fail the eligibility tests. County lot rules limit overgrown vegetation, and every registered four-wheel vehicle needs PIP and PDL before you plate it.
This guide is general information for homeowners and drivers in the Miami area (Miami-Dade County). It isn't legal advice or a coverage determination. Your policy wording, underwriting, city and county ordinances, and state insurance and motor-vehicle rules control. Check your address on FEMA's National Risk Index (county report for Miami-Dade County) and the Flood Map Service Center.
Local hazards: FEMA National Risk Index for Miami-Dade
Open FEMA's National Risk Index and the Miami-Dade County report. South Florida emergency-management and floodplain materials emphasize hurricanes, storm surge, inland flooding and extreme heat—confirm Index ratings for your census tract and pull your flood zone from the MSC.
King tides and flood maps
Miami-Dade County says king tides, the year's highest predicted tides, often cause nuisance flooding in coastal and low-lying areas, with southeast Florida's highest tides coming in the fall. Sea level rise is making them more frequent, longer and reach farther inland. To confirm your official flood zone, the county's flood zone maps page has an address lookup and a hotline at 305-372-6466. FEMA issued new preliminary maps for the county on February 25, 2021. Saltwater flooding of a car is covered only under comprehensive.
What Irma did in 2017
The National Weather Service in Miami says Miami-Dade was under a storm surge warning during Hurricane Irma in September 2017. Heavy tree and fence damage was widespread, and over three-quarters of South Florida's electric customers lost power, many for close to a week. In the east coast metro counties, including Miami-Dade, about 95% of power was back within a week. Structural damage in Southeast Florida was mostly minor, mainly roof coverings and screened patios. Check how your policy treats screen enclosures and what your hurricane deductible is.
Residual market: Citizens Property Insurance
Citizens is Florida's state-created residual property insurer. New personal-lines applicants generally must go through the Clearinghouse; you are typically ineligible if a comparable authorized insurer offer is within 20% of a comparable Citizens premium (see Citizens' current eligibility and Clearinghouse materials on citizensfla.com). Coverage and underwriting rules change—confirm current criteria with a licensed Florida agent. See also our Florida homeowners insurance guide.
Lot maintenance (Miami-Dade Chapter 19)
Miami-Dade's Responsible Property Owner and Merchant Act (Chapter 19) sets grass, weeds and non-native undergrowth limits on maintained areas (commonly described as 12 inches or less for residential contexts within the distances the chapter defines).
Auto: PIP and PDL to register
FLHSMV requires every registered vehicle with at least four wheels to carry at least $10,000 PIP and $10,000 PDL, continuously, from a Florida-licensed carrier (or an approved self-insurance certificate). Cancel insurance only after you surrender the plate, or DHSMV can suspend driving privilege and registration.
