Mississippi flood risk and NFIP guide

By Alishahi Insurance, independent broker · CA License #4348151 · Updated October 2026

Short answer: The Mississippi Emergency Management Agency is the designated state agency for the NFIP, working with participating communities and those in the Community Rating System. MEMA describes flood zones in three tiers (low X, moderate shaded X, high A, AE, V and VE) and lists the local activities that need floodplain review, from new homes and additions to manufactured homes, RV storage and stream alteration.

This guide is general information for Mississippi property owners and renters about flood risk and the National Flood Insurance Program. It isn't a coverage determination. FEMA maps, your community's floodplain ordinance and your policy wording control.

MEMA and flood zones

Per MEMA's Floodplain Management page, MEMA is the designated state agency for the NFIP. It summarizes zones as:

  • Low: X zones
  • Moderate: shaded X zones
  • High: A, AE, V and VE zones

What needs a local floodplain permit

MEMA lists local floodplain management activities that include residential and non-residential construction, additions, manufactured home installation, subdivisions, detached and accessory structures, parking or storing RVs, roads, bridges and culverts, stream alteration, and substantial damage or improvement assessments for structures in the Special Flood Hazard Area. After a flood, a substantial-damage finding can require bringing the home up to current elevation rules, so ask about Increased Cost of Compliance coverage on your NFIP policy.

Coverage

Coastal surge and river flooding aren't covered by homeowners policies. Quote NFIP through FloodSmart; most new policies wait 30 days.
