Short answer: Missouri's State Emergency Management Agency coordinates the NFIP and connects residents to their local floodplain administrator by county. Under Executive Order 98-03, executive-branch agencies must get a SEMA floodplain development permit before building state-owned development in a special flood hazard area, so the state leads by example on its own land.
This guide is general information for Missouri property owners and renters about flood risk and the National Flood Insurance Program. It isn't a coverage determination. FEMA maps, your community's floodplain ordinance and your policy wording control.
SEMA floodplain management
SEMA's Floodplain Management page lists the State NFIP Coordinator and a county-by-county directory of local floodplain administrators. Your local administrator issues floodplain development permits for private homes and businesses. SEMA also hosts a floodplain mapping portal and links to FEMA's National Flood Hazard Layer.
Executive Order 98-03
Missouri's Executive Order 98-03 and State Floodplain Ordinance (January 1998) requires all executive branch agencies to obtain a SEMA floodplain development permit before construction of any proposed state-owned development in a special flood hazard area, based on 44 CFR 60.3 criteria. It also directs agencies running grant or loan programs to make recipients evaluate flood hazards. The stated purpose is for state agencies to lead by example so state buildings remain usable when flooding happens.
Coverage
Missouri property policies generally exclude flood. Quote NFIP via FloodSmart well before spring rains; most new policies wait 30 days.
