New Hampshire flood risk and NFIP guide

By Alishahi Insurance, independent broker · CA License #4348151 · Updated October 2026

Short answer: New Hampshire's Office of Planning and Development administers the NFIP in the state. Its NH Flood Hazards Viewer lets you compare current, pending and preliminary FEMA flood maps with parcel boundaries and contours for most of the state (Belknap County users go to FEMA's Map Service Center). OPD also publishes state model floodplain ordinances.

This guide is general information for New Hampshire property owners and renters about flood risk and the National Flood Insurance Program. It isn't a coverage determination. FEMA maps, your community's floodplain ordinance and your policy wording control.

OPD and the Flood Hazards Viewer

Per the state's Floodplain Management Program page, the Office of Planning and Development (OPD) administers the NFIP in New Hampshire and provides technical assistance and training. OPD's NH Flood Hazards Viewer shows current, pending and preliminary FEMA floodplain mapping for New Hampshire communities, except Belknap County (use FEMA's Map Service Center there), alongside parcel boundaries and contour data. That side-by-side view helps you see whether an upcoming map moves your house in or out of a flood zone.

Rules and permits

The program links state model ordinances, the floodplain permit process and certificates, and flood provisions in the State Building Code. FEMA is updating FIRMs and Flood Insurance Studies around the state, so check the viewer before you buy or renovate.

Coverage

Quote NFIP through FloodSmart. Most new policies have a 30-day waiting period; spring snowmelt and ice jams arrive on their own schedule.
