North Carolina homeowners insurance: non-renewals and the coastal pool

By Alishahi Insurance, independent broker · CA License #4348151 · Updated October 2026

Short answer: Under G.S. 58-41-20, a North Carolina insurer that won't renew your policy must mail written notice at least 45 days before it expires, stating the precise reason. It must also give 30 days' notice before lowering limits or raising deductibles or rates. If you can't find coverage, the FAIR Plan and the Coastal Property Insurance Pool (formerly the Beach Plan) are the state backstops.

Notice rules

From G.S. 58-41-20:

  • Non-renewal: written notice at least 45 days before expiration, stating the precise reason. A non-renewal that doesn't comply isn't effective.
  • Lower limits, higher deductibles or higher rates: at least 30 days' written notice.
  • Lenders: the notice must also go to your mortgagee.

The NC Department of Insurance homeowners guide describes a 30-day notice period. The statute says 45 days, but it doesn't apply to policies written through the state pools, so check which kind of policy you have.

FAIR Plan and the Coastal Pool

According to the NCDOI guide:

  • The FAIR Plan (run by NCJUA) is available statewide. It provides named-peril property coverage with no liability coverage and is meant as a temporary solution.
  • The Coastal Property Insurance Pool (run by NCIUA) covers beach and coastal areas. It offers wind-and-hail-only policies to pair with a private fire policy, as well as full homeowners forms.

Tips

Compare several insurers before turning to a pool, and ask about wind deductibles if you live on the coast.
