FEMA also lists 2 emergency declarations for the county in the same data.

Nall Hills and the 2017 floods

According to January 2020 city committee minutes, Overland Park has 16 repetitive loss areas, where properties have had two or more flood insurance claims within a ten-year period. Eight have been mitigated, and eight hadn't been at that point. Area 1 is Nall Hills, which was heavily hit by the July and August 2017 floods. A 2018 study recommended home buyouts and realigning Indian Creek Parkway, but staff said funding was unlikely.

Indian Creek Tributary 5

The same minutes cover Area 13, near 98th Street and Knox. A 2018 study there proposed four phases of work along Indian Creek Tributary No. 5. The first phase, near 101st and Connell, was in the 2021–2025 capital plan. Staff noted that some flood-prone properties haven't filed claims, so they don't show up as repetitive losses. So a clean claims history on your street doesn't prove it's dry. Before you buy near Indian Creek or one of its tributaries, look the parcel up on Overland Park's floodplain map.

What the city's flood plan aims for

The January 2020 minutes explain that the city prepares a repetitive loss analysis and annual progress report because the Community Rating System requires them. The floodplain part of the city's hazard plan has four goals: stay in the National Flood Insurance Program, keep working on flood control projects, buy properties with repeated flood losses, and look at regional detention for downtown Overland Park. If a buyout offer ever comes, ask how it affects your existing flood claim and your mortgage before you agree to anything.

The July 2017 Indian Creek flood

The National Weather Service in Kansas City says rain fell at rates approaching 1 to 2 inches an hour for three or more hours overnight on July 26–27, 2017. Totals reached 5 to 7 inches, causing catastrophic flooding on local streams including Indian Creek in Overland Park and Tomahawk Creek in Leawood. Indian Creek near State Line Road set a record at 27.96 feet, damaging nearby car dealerships and businesses. Swift-water rescues took place across the metro. A car caught in floodwater is covered only under comprehensive, and a home needs a separate flood policy.
