Rhode Island Minimum Car Insurance Requirements

By Alishahi Insurance, independent broker · CA License #4348151 · Updated October 2026

Short answer: Rhode Island requires liability insurance of $25,000 for one person, $50,000 for two or more in one accident, and $25,000 for property damage—or a $75,000 combined single limit. You must certify coverage at registration, keep proof in the vehicle and stay insured for the full registration period. Missing proof carries a $500 fine.

Statutory minimums

R.I. Gen. Laws § 31-47-2 defines an owner's policy of liability insurance as one that provides coverage, exclusive of interest and costs, of twenty-five thousand dollars because of bodily injury to or death of one person in any one accident, fifty thousand dollars because of bodily injury to or death of two or more persons in any one accident, and twenty-five thousand dollars because of injury to or destruction of property of others—or seventy-five thousand dollars combined. A $75,000 cash or securities deposit with the assistant director is an alternative form of financial security deposit under the same chapter.

Registration certification and the $500 proof fine

The RI Division of Motor Vehicles "Laws You Must Know" page states that all persons driving on the state's public roads must carry motor vehicle liability insurance. When you obtain or renew registration, you must sign a statement that you have liability insurance and will keep it for the full registration period. Proof of insurance must be carried in the vehicle with the registration at all times; failure to comply carries a $500 fine. You must also certify, when obtaining or renewing a driver's license, that you understand the duty to carry proof when driving in Rhode Island. If stopped, you must display license, registration and proof of insurance on request.

Insurance Verification Program

Rhode Island runs an Insurance Verification Program (RIIVS). Insurers report policy data so DMV can check whether registered vehicles remain insured. A vehicle that shows as uninsured can face registration revocation and related blocks on license or registration transactions until coverage is restored and any fees are paid. Keep your insurer's name, policy number and vehicle identification number accurate so electronic matches succeed.

Uninsured motorist offers

R.I. Gen. Laws § 27-7-2.1 addresses uninsured motorist coverage that insurers must make available. Review rejection and selection forms carefully so UM limits match what you intend; Rhode Island treats UM as important protection even though the compulsory package is liability-focused.

Where 25/50/25 falls short

Property damage at $25,000 may not replace a newer vehicle, and a multi-claimant injury can exhaust $50,000 quickly. Collision, comprehensive and higher liability limits remain separate decisions.

What the verification program looks for

RIIVS compares insurer-reported policy records with DMV registration files. Common break points include a mid-term cancellation that never reaches DMV, a VIN mismatch after a replacement vehicle, or a commercial policy that does not list the personal plate correctly. If you receive a notice that your vehicle appears uninsured, contact your insurer and DMV promptly with proof rather than waiting for a revocation date.

Uninsured motorist selection under Title 27

Section 27-7-2.1 requires insurers to make uninsured motorist coverage available under rules that protect the insured's right to reject or select limits. Treat UM forms as carefully as liability forms. A signed rejection can follow the policy through renewals until you ask to change it.

Alternatives to a standard policy

Chapter 31-47 recognizes financial security bonds executed with a surety authorized in Rhode Island and financial security deposits of $75,000 in cash or qualified securities with the assistant director. Those alternatives satisfy the financial-security concept for owners who do not use a conventional auto policy, but they are uncommon for ordinary private-passenger drivers and still leave you managing claims without an insurer's defense team.

Bottom line

Rhode Island couples a standard 25/50/25 liability floor with continuous verification and a clear $500 proof fine. Certify truthfully at registration and keep the card (or electronic proof your insurer provides) in the car.
