Behind the James River floodwall
Richmond's floodwall, finished in 1995, protects about 150 acres of Shockoe Valley north of the James and 600 acres on the south side near Manchester. The city counts 1996 as its last major flood year. In January, snowmelt and heavy rain pushed the James to 22 feet, and seven months later Hurricane Fran's rains raised it to 23.8 feet. The wall's gates are tested once a year.
New maps took effect in July 2025
City Council adopted FEMA's new Flood Insurance Rate Maps on June 2, 2025, and they took effect July 8, 2025. The city warns that some buildings are in a high-risk Special Flood Hazard Area for the first time, which can mean mandatory flood insurance on a federally backed mortgage. Richmond takes part in the NFIP's Community Rating System, so residents get a premium discount. If you were newly mapped in, ask an agent about the cost-saving options for newly mapped properties.
