South Carolina flood risk and NFIP guide

By Alishahi Insurance, independent broker · CA License #4348151 · Updated October 2026

Short answer: South Carolina's NFIP state coordinator is the SCDNR Flood Mitigation Program. Per SCDNR, every homeowner, business owner and renter in a participating South Carolina community may buy NFIP flood insurance regardless of the building's location. Along the coast, NFIP insurance isn't available for new or substantially improved structures in undeveloped Coastal Barrier Resource Areas built after those areas were protected.

This guide is general information for South Carolina property owners and renters about flood risk and the National Flood Insurance Program. It isn't a coverage determination. FEMA maps, your community's floodplain ordinance and your policy wording control.

SCDNR Flood Mitigation Program

The SCDNR Flood Mitigation Program houses South Carolina's NFIP State Coordinator, mapping specialist and NFIP specialists. Its South Carolina Quick Guide to floodplain management makes a point worth repeating: every homeowner, business owner and renter in a South Carolina community that participates in the NFIP may purchase a flood policy regardless of where the building sits. You don't need to be in a mapped high-risk zone.

Coastal barrier islands

The same guide explains that in undeveloped Coastal Barrier Resource Areas (CBRA/"COBRA"), NFIP insurance is not available for new or substantially improved structures built after the area's protection date. If you're buying on a barrier island, confirm CBRA status before you rely on NFIP coverage, and ask about private flood options.

Map changes

If you believe your structure is mapped in error, the guide describes FEMA's Letter of Map Amendment (LOMA) process. Quote NFIP through FloodSmart; most new policies have a 30-day wait, so don't wait for a named storm.
