By Alishahi Insurance, independent broker · CA License #4348151 · Updated October 2026

Short answer: San Joaquin County's FEMA National Risk Index report ranks hazards for Stockton tracts. The California FAIR Plan backs the market.

This guide is general information for homeowners and drivers in the Stockton area (San Joaquin County). It isn't legal advice or a coverage determination. Your policy wording, underwriting, city and county ordinances, and state insurance and motor-vehicle rules control. Check your address on FEMA's National Risk Index (county report for San Joaquin County) and the Flood Map Service Center.

Federal disaster declarations in San Joaquin County

FEMA's disaster declarations data shows 18 major disaster declarations that included San Joaquin County since 1964, led by flood events (8), severe storm events (6) and dam/levee break events (1). The most recent: Severe Winter Storms, Straight-Line Winds, Flooding, Landslides, and Mudslides, 2023, Severe Winter Storms, Flooding, Landslides, and Mudslides, 2023, Severe Winter Storms, Flooding, and Mudslides, 2017 and Severe Storms, Flooding, Landslides, and Mudslides, 2006. FEMA also lists 5 emergency declarations for the county in the same data.

Looking up a Stockton property

Stockton's Flood Risk Information Portal, run with Forerunner, gives every property in city limits a public profile. It shows the flood zone, base flood elevation, design flood elevation, any compliance warnings and any elevation certificate already on file. That can save you the cost of a new survey. FEMA's current maps for San Joaquin County date from a 2009 update that replaced paper maps from the early 1980s.

The 200-year standard and your insurance

California's SB 5 requires 200-year flood protection for new development in the Central Valley, and Stockton's building and zoning changes apply to permits issued after July 2, 2016. The 200-year map shows a large part of the west side near I-5, plus some central and eastern areas, flooding in that event. The city is clear that these state rules don't trigger a flood insurance requirement; FEMA's 100-year zones do. It strongly encourages every homeowner and renter to consider flood coverage anyway.

Residual market

The California FAIR Plan provides fire coverage for declined homes.
