Short answer: Strengthen Oklahoma Homes is an Oklahoma Insurance Department program that grants up to $10,000 per approved household to upgrade a roof to the IBHS FORTIFIED Roof High Wind standard with the Hail Supplement. It's for owner-occupied, single-family primary homes. A statewide application window opened October 12, 2026. FORTIFIED homes may qualify for wind premium discounts, which vary by insurer.
What the program pays for
The Department's OKReady page explains that SOH funds wind and hail mitigation on new and existing owner-occupied, single-family primary homes. To get the grant, the work must earn the IBHS FORTIFIED Home – Roof – High Wind designation with the Hail Supplement, which is stricter than a basic FORTIFIED Roof. The Department lists enhanced roof deck attachment, a sealed roof deck, locked-down roof edges, impact-resistant shingles and wind- and rain-resistant attic vents.
The program is funded by the insurance industry in Oklahoma, not the state's general budget.
Who qualifies
Under 36 O.S. §973 and the Department's program guidance, you generally need:
- An owner-occupied, single-family primary residence in Oklahoma that's in good repair, unless the damage came from wind, hail or another catastrophic event
- An active homeowners policy with wind coverage, plus flood insurance if you're in a special flood hazard area
- A prequalification by a certified IBHS evaluator from the program's list. You pay the evaluator, and that fee isn't covered by the grant.
Timeline
The Department's September 30, 2026 release announced a statewide application period opening at noon on October 12, 2026. Its homeowner checklist says approved homeowners have six months to complete the roof. After a post-installation inspection, IBHS reviews the work and issues the certificate, and the grant is paid directly to the contractor. You pay anything above $10,000.
Insurance discounts
FORTIFIED homes in Oklahoma can get discounts on the wind portion of the homeowners premium, but discounts are set by each insurer and not every company offers one. The Department posts a list of insurers that do and advises homeowners to shop around. Once you have a new premium, upload the declarations page to the SOH platform.
Bottom line
In a hail-heavy state, a FORTIFIED roof with the Hail Supplement can reduce damage and may lower your wind premium. Apply early, since windows can close quickly. See wind and hail insurance.
