Washington, DC flood risk and NFIP guide

By Alishahi Insurance, independent broker · CA License #4348151 · Updated October 2026

Short answer: In the District of Columbia, the Department of Energy and Environment coordinates NFIP participation and enforces the Flood Hazard Rules in 20 DCMR Chapter 31. Any development in the Special Flood Hazard Area, including interior replacement of mechanical, electrical and plumbing components, needs a building permit reviewed by both the Department of Buildings and DOEE. DOEE's Flood Risk Tool maps FEMA zones and other flood risks.

This guide is general information for Washington, DC property owners and renters about flood risk and the National Flood Insurance Program. It isn't a coverage determination. FEMA maps, your community's floodplain ordinance and your policy wording control.

DOEE and the NFIP

Per DOEE's Flood Risk Management page, DOEE coordinates the District's participation in the NFIP with FEMA and District agencies. Federal law requires flood insurance in high-risk zones as a condition of federally backed financing. DOEE's Flood Risk Tool is the District's interactive flood map.

Permits: even interior work counts

DOEE's Flood Zone Building Permits page says all development in the SFHA must comply with Title 12 DCMR (Construction Codes), parts of ASCE 24-14, and Title 20 DCMR Chapter 31 (Flood Hazard Rules). "Development" includes interior work such as replacing mechanical, electrical and plumbing components, not just new buildings. Applicants submit to the Department of Buildings and to DOEE, and both must approve before DOB issues the permit. DOEE also publishes elevation and dry-floodproofing certificate forms.
