Worcester home and auto insurance guide

By Alishahi Insurance, independent broker · CA License #4348151 · Updated October 2026

Short answer: Worcester County's FEMA National Risk Index report ranks hazards for Worcester tracts. MPIUA is the Massachusetts FAIR Plan.

This guide is general information for homeowners and drivers in the Worcester area (Worcester County). It isn't legal advice or a coverage determination. Your policy wording, underwriting, city and county ordinances, and state insurance and motor-vehicle rules control. Check your address on FEMA's National Risk Index (county report for Worcester County) and the Flood Map Service Center.

Federal disaster declarations in Worcester County

FEMA's disaster declarations data shows 17 major disaster declarations that included Worcester County since 1985, led by severe storm events (6), flood events (4) and snowstorm events (2). The most recent: Severe Storms and Flooding, 2024, Severe Winter Storm and Snowstorm, 2018, Severe Winter Storm, Snowstorm, and Flooding, 2015 and Severe Winter Storm, Snowstorm, and Flooding, 2013. FEMA also lists 13 emergency declarations for the county in the same data.

Headwaters of the Blackstone

Worcester's Hazard Mitigation Plan update notes that the Blackstone River starts within the city and is fed by Mill Brook, Beaver Brook, Tatnuck Brook and the Middle River. Mill Brook was once the Blackstone Canal and now runs underground in a flood-control conduit. The plan counts 21 repetitive-loss properties and four severe repetitive-loss properties in the city. Park Avenue near Beaver Brook and Weasel Brook is named as a flood-prone area.

Wind as well as water

The same plan recalls the Worcester Tornado of July 9, 1953, an F4 that killed 90 people and injured more than 1,300 across the area. An F3 tornado also struck Worcester in 1981. Wind damage from tornadoes and severe storms is normally covered by a homeowners policy and by comprehensive coverage on a car, while flood needs its own policy. Check your wind or named-storm deductible as well as your flood zone.

Residual market: MPIUA

The Massachusetts Property Insurance Underwriting Association writes eligible properties that can't be placed voluntarily.

Triple-deckers and owner-occupied rentals

Worcester has a large stock of three-family "triple-decker" houses. If you live in one unit and rent the others, you need a policy written for an owner-occupied multifamily, with liability that reflects tenants, and you should require renters insurance in leases.

Auto: Massachusetts compulsory coverage

Massachusetts requires compulsory bodily injury, uninsured motorist, property damage and PIP coverages; limits were raised for policies effective in 2025—see the Mass.gov mandatory coverage limits before you buy.
