Kansas City at a glance

Kansas City, Missouri shares a metro with Kansas City, Kansas, and the two states write auto insurance differently: Missouri requires liability plus uninsured motorist coverage, while Kansas also requires personal injury protection. Many older Kansas City neighborhoods sit on combined sewers, so basement backup coverage matters more here than in most cities. Hail, tornadoes and creek flooding round out the property side, and the city requires a Healthy Homes certificate for long-term rentals and registration for short-term ones.

Shirtwaists, bungalows and the Northland

Kansas City's signature house is the shirtwaist: two or three stories with a brick or limestone first floor and wood or stucco above, built mostly in the early 1900s through Hyde Park, Midtown, Roanoke and the Historic Northeast. Those houses, the brick bungalows of Waldo and the Tudors around Brookside and the Country Club District come with plaster walls, stone foundations, full basements, old boilers and sometimes original wiring. Rebuilding stone and plaster work takes specialized trades, so I build dwelling limits from rebuild cost and check for ordinance-or-law coverage.

North of the Missouri River, the Northland in Clay and Platte counties is newer: split-levels, ranches and subdivisions from the 1960s on, plus apartment complexes near the airport. South Kansas City is mostly postwar ranch houses. Across the city, a lot of older single-family houses are rentals, which is why landlord coverage and the city's rental rules come up so often. The city limits also cross four counties, Jackson, Clay, Platte and Cass, so county records and flood map panels differ from one neighborhood to the next, and a quote has to be built from the exact property, not the ZIP code.

The economy leans on freight, manufacturing and offices. Rail yards, the river and Interstates 70, 35, 29 and 49 make the metro a distribution hub, and the Ford Kansas City Assembly Plant in Claycomo, Hallmark's headquarters at Crown Center, the engineering and architecture firms downtown, and the restaurants from the Crossroads to 18th & Vine fill out the commercial base.

What underwriters weigh in Kansas City

Water is the claim that surprises people here, followed by hail and wind. These are the exposures that shape Kansas City policies.

  • Basement sewer backupKC Water notes that water can enter wastewater lines through seepage or the combined sewer and back up into houses. Most homeowners policies exclude sewer and drain backup unless you add a water backup endorsement, and that endorsement's limit is often small next to a finished basement. I quote higher backup limits where carriers offer them. The city's sewer problem is on the federal record: under a May 2010 consent decree with the EPA, Kansas City agreed to a long-term overflow control program after the EPA counted about 1,300 overflows since 2002, including backups onto private property.
  • Flash flooding along creeksOn September 12, 1977, 10 to 16 inches of rain fell on the south and east sides of the metro, Brush Creek put 5 to 6 feet of water into businesses on the Country Club Plaza, and 25 people died, 17 of them in vehicles, according to the National Weather Service. Rising water is flood, not backup; only a flood policy covers it on a house, and only comprehensive coverage covers it on a car.
  • Tornadoes and hailOn May 4, 2003, tornadoes struck the metro, including Liberty, the northern suburbs in Platte and Clay counties, and Kansas City, Kansas, per the NWS office in Pleasant Hill. Wind and hail are covered perils on most home policies; the details that matter are roof settlement terms and whether wind/hail carries its own deductible.
  • Frozen pipes in old housesPre-war houses with plumbing on exterior walls freeze in hard cold snaps. Sudden bursts are usually covered; slow leaks are not, and a house left empty without heat can lose coverage for freeze damage altogether.
  • Renovation and vacancyInvestors buying older houses to rehab often leave them empty for months. Standard forms restrict coverage after a period of vacancy, so a vacant or renovation policy is usually the right fit until a tenant moves in.

  • The Kansas side is differentIf you live or garage a car in Kansas City, Kansas or Johnson County, Kansas law applies: 25/50/25 liability minimums plus required personal injury protection. Moving across the state line usually means rewriting the auto policy for the other state.
  • Workers' comp thresholdMissouri employers must carry workers' compensation once they have five or more employees, and construction-industry employers must carry it with even one.
  • Rental permitsKansas City, Missouri requires a Healthy Homes inspection certificate for all residential rental properties.
  • Short-term rental registrationShort-term rentals must be registered with the city. Non-resident registrants also need a business license and must meet zoning rules and density limits: one per 1,000 feet, or 12.5% of units in multifamily buildings.
  • Missouri FAIR PlanWhen the regular market won't write a house, the Missouri FAIR Plan, set up in 1969, makes basic property insurance available to applicants who can't get it elsewhere. The Missouri Department of Commerce and Insurance regulates insurers in the state. FAIR Plan coverage is usually more basic than a standard homeowners form, so I check the standard and surplus lines markets first and treat the plan as a fallback.

Insuring Kansas City's freight, trades and kitchens

Warehouses and trucking make up a big share of Kansas City's commercial insurance. Distribution centers line I-35 and I-435, the railroads run intermodal yards, and owner-operators base their trucks across the metro. I quote Missouri truck insurance, warehouse coverage and cargo for them.

Construction is the other big book: rehab contractors restoring old houses, roofers after hail, and the trades on downtown and Northland projects. Missouri's one-employee workers' comp rule for construction catches small crews, so I package contractor insurance with workers' comp. Barbecue joints and restaurants from the Crossroads to Westport need restaurant coverage, with liquor liability where they pour.

What Kansas City callers ask me about

  • Backup limit too small. A finished basement can hold a family room, a bedroom and the furnace. A backup endorsement with a low limit won't rebuild it. I price higher limits side by side.
  • Moving between Missouri and Kansas. Crossing State Line Road changes the auto rules, the required coverages and sometimes the carrier. I rewrite the auto and home together so nothing lapses.
  • Insuring a rental in an older neighborhood. Investors buying shirtwaists and bungalows need a landlord policy and the city's Healthy Homes certificate. Carriers ask about wiring, plumbing, heating and roof updates before they quote.
  • Roof paid at depreciated value after hail. Some policies pay older roofs at actual cash value for wind or hail. I check that before the next storm, not after.
  • Short-term rental on a homeowners policy. A registered short-term rental still needs a policy written for paying guests. A homeowners form often limits or excludes that use.
