Minnesota homeowners insurance guide

By Alishahi Insurance, independent broker · CA License #4348151 · Updated October 2026

Short answer: In Minnesota, hail damage to roofs and siding is the claim most homeowners will face, and state law protects you from roofing contractors who offer to cover your deductible. If the private market won't insure you, the Minnesota FAIR Plan is available through a licensed agent. Minnesota insurers must give 60 days' notice of non-renewal or a reduction in coverage, and must acknowledge a claim within 10 business days and decide within 30 business days.

This guide is general information for Minnesota homeowners. It isn't legal advice. Your policy wording controls.

Step 1: Hail claims and contractors

Under Minn. Stat. §325E.66, roofing and siding contractors can't offer to pay or rebate your deductible. Under §326B.811, you can cancel an insurance-funded roofing contract within 72 hours after your insurer denies the claim. Read Minnesota hail roof claim and contractor rules.

Step 2: Flood and basements

Spring flooding and basement water need separate coverage: flood insurance through FloodSmart and a sewer backup endorsement from your homeowners insurer.

Step 3: The Minnesota FAIR Plan

The Minnesota FAIR Plan offers property coverage to owners who can't get it in the private market. A licensed agent submits the application. See FAIR Plan vs. surplus lines home insurance.

Step 4: Non-renewal and coverage reductions

Under Minn. Stat. §65A.29, insurers must give 60 days' notice of non-renewal, and the rule also applies to reductions in coverage; the notice must tell you about the FAIR Plan. Details: Minnesota homeowners non-renewal rules.

Step 5: Claim deadlines

Under Minn. Stat. §72A.201, insurers must acknowledge a claim within 10 business days, accept or deny within 30 business days after notice and pay within 5 business days after a settlement is agreed. More: Minnesota insurance claim deadlines.
