Who writes workers' compensation in Utah
Top insurer groups from the NAIC market share report; the state's list carries no lines of authority.
Wcf Insurance Co. Group wrote the most workers' compensation in Utah in 2025, $226.7M and 45.9% of the state's premium; the top five groups hold 66%. Utah's company list doesn't say which lines each company is licensed for, so the ranking below is the NAIC's top 10 groups; every licensed company is on the Utah page.

Method and source
Source: the Utah insurance regulator company list, read 2026-10-18 and the surplus lines list. Source: Utah Insurance Department 2024 Annual Report (PDF; pages are laid out rotated 90 degrees and were parsed from character coordinates). ADMITTED = the report's Licensed Insurer Directory: every licensed company of every kind, with no NAIC code, no lines of authority and no company type; 'domicile' is its State Of Domicile column. 'type' was derived by this script, not printed by the Department: exact name match to the Domestic Insurer Directory (its Type column: P&C, Life, HMO, LHSO, Title), else an abbreviation-aware name match to the report's financial tables: Table E = P&C, Table F = Life/A&H, Table G = Title, Table H = Motor Club, Table I (health statement filers) by its sub-section = HMDI, Life/A&H, HMO, P&C or LHSO. Type '' (about 1%) means no confident match or an ambiguous one (e.g. 'United Amer Ins Co' appears in both Table E and F), so a P&C filter should keep '' rows for review. The directory's Date Organized is the incorporation date, not the Utah admission date, so 'since' is blank. SURPLUS LINES = the report's Surplus Lines Insurer Directory: name, mailing address and Type (P&C or L&H) only; no NAIC code, no domicile, no eligibility date. 'alien' is true only when the mailing address is outside the US or the name is a Lloyd's syndicate; Table A counts 244 surplus lines insurers (26 alien) but the directory lists about 100, so alien/IID insurers are largely missing. Names are kept exactly as printed (including the source typo 'Property aAnd Casualty'). "Premium" is direct premium written in the state for the year shown; "share" is that company's part of the state total for the line. A company can be licensed for a line and write none of it, and a surplus lines insurer can write a line without a state license for it.

Someone will insure it. I find who.
Send what you need covered and what happened before. I match it to the companies that take it, down to the last-resort plan if it comes to that. I'm licensed in 48 states and Washington, DC and your request stays with my agency, not passed to another agent. In Florida and Washington, where my licenses are still being issued, a partner agency in your state helps in the meantime.
