Lines are the regulator's licensed lines grouped into common names; a license to write a line doesn't mean a company sells it to every kind of customer. "Admitted" means licensed by the state and backed by its guaranty fund; "surplus lines" means eligible to take risks the admitted market declines, without rate or form approval and without guaranty fund protection.
